ZANU-PF Secretary General and Speaker of Parliament Jacob Mudenda has called on party members in Masvingo Province to closely monitor the activities of non-governmental organisations (NGOs) operating in the area.
Mudenda made the remarks while addressing a ZANU-PF Masvingo Provincial Coordinating Committee (PCC) meeting held at the Robert Mugabe School of Education.
He warned that some NGOs may be moving beyond their intended roles and becoming involved in political activities, which he claimed could be aimed at promoting a regime change agenda.
Mudenda urged party structures in the province to keep track of NGO operations to ensure their work supports Zimbabwe’s national development goals.
“Under Section 105 of the Party Constitution, the PCC is responsible for monitoring and recommending political and development programmes in the province,” Mudenda said.
He added that the committee should ensure cooperation between the party, government and other stakeholders when implementing development initiatives.
Mudenda also cautioned that some organisations might appear genuine but later shift their focus toward political activities.
“You should monitor all NGOs carefully. Some come disguised with good intentions but later deviate from their mandate and begin dabbling in politics,” he said.
“Make sure you know them and ensure their work aligns with national development.”
PVO Amendment Act Expands State Oversight
Mudenda’s comments come after the Private Voluntary Organisations (PVO) Amendment Act was signed into law on 11 April 2025.
The law gives the government expanded authority to monitor, audit and suspend NGOs operating in the country. Organisations involved in governance, advocacy and human rights activities are expected to face increased scrutiny under the new legislation.
The government has argued that the law is necessary to improve transparency and accountability within the NGO sector.
