Harare City Council Demolitions Document “Not Final”:

The City of Harare has confirmed the authenticity of a document circulating on social media regarding the regularization and demolition of illegal structures. However, the council emphasized that the document is a preliminary internal draft and not a final policy or decision.

The draft, titled “Report on Regularization and Demolitions of Illegal Structures in Harare,” is currently under internal review and has not been formally tabled before the relevant council committee. According to the council, the document is an administrative working paper aimed at facilitating lawful regulation and enforcement.

The council announced plans to commence a formal verification and enforcement exercise targeting illegal developments on council, state, and privately-owned land within the city’s jurisdiction. This operation will be carried out in compliance with government directives, the law, and the Regional, Town and Country Planning Act.

The council urged residents to avoid unauthorized land transactions and unlawful occupation of council or state land, warning that it will take action to address such contraventions. Citizens with questions or concerns about land issues were advised to seek clarification from official municipal offices to avoid misinformation.
