Chaos and Clashes as City of Johannesburg Launches Fierce Bylaw Crackdown,”Vana vevhu,” Panick and Abandoned their Stalls

Fordsburg’s Dragon City complex erupted into chaos this week when a large contingent of law enforcement officers, led by the City of Johannesburg’s MMC for Public Safety, Dr. Mgcini Tshwaku, descended on the bustling marketplace as part of an aggressive bylaw enforcement operation.

The raid was carried out under the City’s Nomakanjani Manje Namhlanje initiative, a bold campaign designed to clamp down on illegal trading, enforce health and safety standards, and restore order in Johannesburg’s inner city. The multidisciplinary unit, comprising public safety officials, municipal inspectors, and law enforcement agents, fanned out across the crowded complex, demanding immediate compliance with a range of trading and health regulations.

Tensions escalated quickly. Many traders, known locally as “Vana vevhu,” who depend on the informal economy, panicked at the sight of the enforcement team. Scores of shopkeepers hurriedly shuttered their businesses and abandoned their stalls in a desperate attempt to evade inspections and potential fines. The sudden rush sparked confusion and disorder, with some vendors reportedly clashing verbally with officers.

Observers noted that while the initiative aims to improve public safety and legality in the area, critics argue it risks harming the livelihoods of informal traders who rely on Dragon City’s vibrant economy. The City has pledged to balance enforcement with support, including education campaigns and assistance programs for traders to comply with regulations.
