In a notable move to calm rising tensions between Parliament and the Ministry of Finance, Energy Mutodi, Chairperson of the Parliamentary Portfolio Committee on Budget, Finance, Economic Development and Investment Promotion, has publicly apologized to Permanent Secretary George Guvamatanga. The apology comes after Mutodi’s series of tweets accused Guvamatanga of misconduct related to the government’s payment system, allegations that could not be substantiated.

In an official press release, Mutodi acknowledged that his concerns, while raised with genuine intent and aligned with Parliament’s constitutional oversight role under Section 119(3), lacked the concrete evidence required to meet the standard of proof beyond reasonable doubt. He admitted that this shortfall rendered the tweets defamatory and expressed regret for any reputational harm caused to Guvamatanga.

“I therefore wish to issue an apology, unreservedly, to Mr George Guvamatanga for the reputational damage the tweets may have caused,” Mutodi stated. He also confirmed that he had already taken steps to remove the tweets from his social media accounts.

This development followed a recent phone conversation between the two officials, after which Mutodi concluded that continuing the matter in the public eye was not in the best interest of the nation. He emphasized that his initial comments stemmed from principle and a commitment to good governance but conceded that the allegations unfairly damaged Guvamatanga’s reputation.

The apology is seen as a strategic effort to ease friction amid increased scrutiny over government expenditures and accountability, signaling a potential thaw in the often tense relationship between parliamentary oversight bodies and executive ministries.
