Chief Mugabe’ s Side Hustle: 10% Commission to the Village Head that Collects Outstanding School Fees

Chief Mugabe, born Matubede Mudavanhu, has sparked controversy by authorizing village heads in his area to collect outstanding school fees, with each collector receiving a 10% commission on the amounts recovered. This decision has raised questions about its legality and the potential for misuse of authority.

The arrangement was announced during a meeting between Chief Mugabe and his village heads, known as Pfigamwedzi. The chief confirmed to TellZim News that the move aims to help schools recover thousands of dollars in unpaid fees, some owed for as long as 10 years.

He explained that after discussions with local schools and their development committees, they agreed that village heads would assist in fee collection, with schools consenting to pay them 10% of the recovered fees.

Chief Mugabe highlighted that some learners have progressed to secondary school or even completed it without settling their primary school fees, a situation that the new plan seeks to address.

One village head added that some parents transfer their children between schools without approval when faced with large unpaid fees, making it difficult for schools to recover money. The village heads’ involvement is meant to curb this practice and ensure schools receive their dues.

However, Masvingo Provincial Education Director, Shylatte Mhike, has questioned the legality of this arrangement and expressed concerns about how schools will account for the 10% commission.

This is not the first time Chief Mugabe has stirred debate; recently, he requested powers to prosecute serious crimes, prompting discussions about the role of traditional leaders in the justice system.

The fee collection plan has raised concerns about possible abuse of power and exploitation of villagers. It remains unclear how effective this approach will be and how schools will manage the commission payments.
