Zimbabwe’s New Framework: A Step Towards Reform or Politics as Usual?

 

Zimbabwe’s Cabinet has approved the Service Delivery Standards for Local Authorities Framework, a key component of President Emmerson Mnangagwa’s “A Call to Action Blue Print.” The framework aims to improve accountability and performance in local governance, but critics are skeptical about its sincerity.

 

The framework includes new oversight mechanisms, master plan requirements, and digital dashboards to monitor local authority compliance. However, governance experts and opposition figures point to a resurfaced video of President Mnangagwa calling for the destruction of opposition-run councils. This has led many to question the framework’s true intentions.

 

Critics argue that the framework is a tool for political warfare, designed to punish opposition-run councils while ignoring ZANU PF failures. This is in stark contrast to South African President Cyril Ramaphosa’s statesmanlike approach to local government, emphasizing democratic maturity and inclusive governance.

 

In a separate development, Zimbabwe’s Cabinet has also approved the Climate Change Management Bill, aligning environmental law with constitutional protections. While the bill introduces new regulations and promotes carbon trading, civil society groups warn that without genuine commitment to transparency and democracy, environmental protection goals will not be achieved.

 

The approval of these two frameworks raises questions about President Mnangagwa’s commitment to reform and transparency. Will the government prioritize service delivery and environmental protection, or will politics as usual prevail?
