Drama as reinstated Karoi town secretary sacked again. He was advised by council chairman Abel Matsika that he was being suspended to pave way for investigations over the procurement of sewer pipes he bought without a council resolution.

Karoi Town Council secretary Wellington Mutikani has been suspended to pave way for investigations over allegations of misrepresentation to council over the procurement of sewer pipes.

“In terms of the urban Council Act, subsection 3 (2), I do hereby, with immediate effect, suspend you from duty with full benefits. Charges being levelled against you will be communicated in due course,” reads the suspension letter. However, Mutikani is insisting that he did everything above board.

Zinwa which is still in charge of sewer and water reticulation is reported to have done the quotation for the pipes. A senior council employee who preferred anonymity said it was not true that Mutikani misrepresented because if there was no resolution he could not have approached the council chairman for his signature.

“The chairman even to the letter of suspension wrote he attached minutes not resolution to his suspension letter. “Mutikani explained to Matsika that there was only minutes of the issue, not a resolution. These are trumped up charges at the town secretary,” he said.

He said it boggled one’s mind that council conveyed and adopted the fact finding report, meaning to say they agreed to divert all the pipes at their own cost. Mutikani was advised in his suspension letter not to disclose the charges to anyone.

Another council employee said if they no longer needed Mutikani, it was wise for the local authority to set early his retirement package and let him go. A councillor who agreed to talk on condition of anonymity said he was failing to pick up the reason behind Mutikani’s suspension.

He said it was prudent for council to investigate first rather than suspend to investigate. Matsika told H-Metro that Mutikani was suspended, reinstated and suspended with a charge. ” His hearing is set for next week to answer to the charge, ” said Matsika. Mutikani could not be reached for comment at the time of going to print.
