New Executive Secretary Appointed to Zimbabwe Anti-Corruption Commission

 

President ED Mnangagwa has appointed Advocate Shepherd Manhivi as the new Executive Secretary of the Zimbabwe Anti-Corruption Commission (ZACC), effective 30 September 2025.

Advocate Manhivi is a distinguished lawyer and governance specialist with extensive experience in public service dating back to 2008. He has held significant advisory roles in the Parliament of Zimbabwe, providing expertise to several Portfolio Committees, including Mines and Energy, Human Rights, Foreign Affairs, Budget and Finance, and Justice, Legal and Parliamentary Affairs.

Notably, Advocate Manhivi contributed to the Parliamentary Select Committee on the new Zimbabwean constitution (COPAC), which was instrumental in drafting the 2013 Constitution. He also led the Secretariat for the Zimbabwe chapter of the African Parliamentarians Network Against Corruption (APNAC), advancing efforts to promote parliamentary accountability and integrity.

In addition, he served as Regional Coordinator for the National Peace and Reconciliation Commission, managing devolved structures and acting as the Presidential Matrix focal person in Matabeleland to monitor peacebuilding efforts.

In 2022, Advocate Manhivi was appointed a Commissioner of the Zimbabwe Electoral Commission, where he played a crucial role in enhancing electoral governance, managing election processes, and ensuring adherence to constitutional and legal standards.

He holds a Bachelor of Laws, a Bachelor of Public Administration, and a Master of Science in International Relations, all earned at the University of Zimbabwe.
